昌鴻颱風進逼台灣，台北市長柯文哲今天(9日)表示，盡量會在晚間10點公布是否放假。媒體詢問是否會跟進前市長郝龍斌徹夜坐鎮指揮防颱？柯文哲說，重點是手機有沒有開，而不是在人在哪裡。

台北市長柯文哲今上午出席「台北市義勇警察大隊大隊長佈達典禮」，由於昌鴻颱風是柯文哲上任後第一個面對的防颱考驗，媒體關注柯文哲是否會跟進前市長郝龍斌一樣徹夜坐鎮督軍防颱；對此，柯文哲表示，重點不是在哪睡覺，而是手機有沒有保持暢通。柯文哲說：『(原音)重點不是在哪睡覺，而是手機有沒有打開，還有叫得起不起來，還有頭腦清不清楚，不過這問題不用問外科醫生。』

媒體也關心台北市府宣布放颱風假的時間點，柯文哲引用台南市長賴清德「看見未來」自傳內容表示，賴清德只是早些時間起床判斷天氣，表示台北市府原則上會在晚間10點前公布，只有少數情況才會凌晨通知。柯文哲說：『(原音) 大部分可以10點能決定就決定，這是以前看賴清德那本書，人家說賴清德是賴神神準，後來發現不是，是早一點起床判斷天氣而已。我們決定盡量在10點前公布，只有在很難決定才會延到4點半，那應該是少數情形。』
